Honestly, the two biggest Leaders seem to be Aisling Duval and Zachary Hudson. Their fortification process is normally done within two to three days no matter their current expansion. I just view the Empire as more humane, the slaves normally sell themselves to labor and only if they are in debt. The fact that Aisling is against that part of the system makes her an obviously popular choice for people looking for leadership. Some just think she's hot but hey whatever motivates you the most works.
