The Mass Manager and Deep Charge experimental effects for Frame Shift Drives both offer increased max jump range but in different ways.
Mass Manager increases the max jump range by 4% with no additional fuel consumption.
Deep Charge permits using up to 10% more fuel per jump, to increase the jump range by approximately 4%. The actual increase varies slightly depending on FSD Class, because of the nature of the hyperspace distance-vs-fuel burn equation[1].
This variation causes Deep Charge to have greater max jump range for Class 2 to 4 FSD, and Mass Manager to be greater above Class 5[2].
The advantage of Deep Change on a small FSD however is very small and may be unnoticeable in practice. The approximately 10% extra fuel usage of Deep Charge over Mass Manager (which similarly varies slightly depending on FSD Class) will however require more fuel to be scooped when travelling long distances, and so more time spent fuel scooping.
Although Deep Charge may technically offer slightly greater max jump range than Mass Manager for smaller Class Frame Shift Drives, it is likely outweighed by the extra fuel scooping requirements. Thus Mass Manager is likely the more practical choice in most cases for all FSD Classes.
