Hero Ferrari requests 5 units of Settlement Defence Plans before she will refer pilots to another Engineer, Wellington Beck.
Manually hunting for Irregular markers can be very inefficient and time consuming. A recommended way to source them is via mission reward. Travel to an Anarchy system with a substantial amount of on foot settlement. Then go to a station and filter the available missions for "material".
