ED is not pay-to-win, because people can only buy cosmetics with real money. Ships, upgrades, ranks, permits and such must be earned in-game, and cannot be bought with real money.
Since ED Horizons update it could be said that ED is Pay-To-Win as the a.i has difficulty has been increased to a point where you need to have the upgrades only available in Horizons to survive any combat.
