It appears likely, given the wording in the announcement about starport economies, a Refinery (for example) on moon B would not affect starports on moon A or any other body in the system.
There are also reports that only a commodity market in orbital slot 0 will be affected by economic influences of facilities at that body.
Multiple facilities of a given economy influence may be needed to "level up" a commodity market. E.g., there are reports that 4 refineries are needed to make an adjacent commodity market produce Steel and Aluminum.
