The Council of Admirals was formed by the [[Alliance of Independent Systems]]. The Council is a union of ships made up of a percentage of the fleets of Systems contained within the Alliance. The main purpose of the Council is to respond swiftly, with force, to threats outside of the Alliance without official government authorization beforehand.
