Did you purchase Elite: Dangerous and Elite: Dangerous Horizons separatly and before the change to make Horizons a dlc instead of stand alone product or own a lifetime pass. If the answer to the above is no then you will not have the ability to purchase the Cobra MkIV as it was part of a limited time special offer for those who bought the base game and then the $60 or 50 pound horizons standalone. Frontier may have plans in the future to allow acess to those who do not meet the requirements above but at this time the ship is available only to those who meet the above.

If you do meet the above requirements, it can be found at numerous stations, try looking for industrial or high tech economies in medium to high population systems with medium to wealthy economies.
