I'm still pretty new to the game, but it seems to be specific stations, but it is extremely common. When selecting a station in the local system map, if the list of services in the station description on the leftside panel (first or second tab, cannot remember which tab & I'm on xbox so cannot check right now) includes 'exploration' it should have a Universal Carteographics at that station. But as I stated still fairly new player, so you should double check with someone else just in case I am mistaken.
