I noticed that I guestimated the cost of the Military Grade Composite for Diamondback Explorer at 90% for my budget needs, and when I went to buy it, that was the cost exactly.

As with all armour the price and weight of Military Grade scales with the size of the ship. It is almost always twice the price and weight of Reinforced Alloys.  Military Grade Composite appears to cost 90% of the ship's base cost.
The price of Military Grade Composite is 90% of the ship's price, except for the Sidewinder, Eagle MkII, Hauler, Imperial Eagle, and Cobra MkIII, where it is more expensive. Its mass is double the mass of [[Reinforced Alloys]] in all cases.

Military Grade Composites are available to purchase throughout civilized space at many stations, as long as that station has a shipyard. More commonly found in High Tech and highly populated systems, but not necessarily limited to them. Will only be available for purchase for a particular ship if that ship is also sold at the station's shipyard.
