Template:Quote Ross 128 is a Federal system in the Core Systems within the Inner Orion Spur. The star Ross 128 is small in the equatorial zodiac constellation of Virgo, the virgin. It was first discovered by American astronomer Frank Elmore Ross in 1926. Access to Ross 128 is restricted, and requires a permit that can only be obtained by achieving the Federal Navy rank of Ensign.

A Federal task force arrived in 2905 to restore order and took charge of the system, resulting in the enforcement of a new colonial charter that re-classified the Ross 128 colony as a penal and correctional facility.[1]
