The Engineers are secretive, eccentric individuals who can modify the weapons and modules of ships to exceed baseline performance standards. As they reside in Workshops on planetary surfaces, they are only accessible to ships equipped with a Planetary Approach Suite. The modifications that Engineers offer vary depending upon their skill sets and personal preferences. Some Engineers will be more beneficial for explorers, while others will be more beneficial for combat specialists.

How Crafting with Engineer's Works
Engineers and Workshops
The engineers are NPCs located only on planet surfaces in their planetary bases (Meaning only players with the horizon expansions may access them). In total there are 30 engineers with only 5 immediately known. Each engineer is capable of upgrading a specific type of module, sometimes even giving a special effect (see Engineer's weapon special effects page).

Pilots will initially learn about some Engineers through rumors, but as they gain access to Engineers and build reputations, those Engineers will inform them of other Engineers with a wider variety of or more potent modifications. In order to obtain an invitation to an Engineer's workshop, their invite requirements (listed as "How to Get Invite" in table below) must first be met. These requirements vary and some Engineers are easier to obtain an invite from than others. Be aware that attempting to land at a workshop without an invitation is treated as trespassing, and offenders will be immediately attacked by the workshop's defences. Once invited and having traveled to their workshop, an Engineer's services can be unlocked by completing an additional task, ranging from providing a specific item to turning in bounties.

In order to be able to craft anything, a requirement must be fulfilled for the engineer to accept you (for example, Tod "the blaster" Mcquinn requires you to hand in 100,000 bounty credit (not normal credits)). Afterwards you get access to tier 1 of the engineer's crafting blueprints, with every craft increasing the engineer's level until the player gains access to the next tier of upgrades of that engineer.
When docked at a workshop, pilots can access an engineer's services through ship services. If they own Odyssey, they may also disembark and speak with the engineer in an auxillary workshop near the hangar.

Material are required by the engineer to upgrade anything on the player ships. Each blueprint specifies which materials are needed, and how to get them (either from a planetary surface or from destroying ships). Different engineers seem to require different materials, meaning not all materials gathered can be used by the same engineer.
Horizons (ship) engineers' bases do not have a Concourse. That means they do not have Apex shuttle taxi desk, bar, and any Concourse terminal, so no services the terminal offers, like on-foot missions etc.<br>
They all have all basic Station services and also Outfitting with shop.

IMPORTANT when an engineer is upgrading a module, you will see the exact outcome. At this point you may either choose to accept the changes, or discard them. IF you choose to discard the changes, any previous engineer upgrade on that module will remain (so you do not need to worry about losing a special effect), the materials required for the blueprint WILL BE USED, and your engineer level WILL INCREASE (meaning you can level an engineer to the next tier by crafting blueprint and denying all of them, which is useful if you prefer to keep your original configuration).
Odyssey (suits and handheld weapons) engineers' bases Concourse does not have most of standard services (bar, terminals, Pioneer Supplies). They only have Apex taxi desk.<br>
The bases also offers no Station services for ships for some reason.

Favors: it is possible to decrease the level progressing with an engineer for a guaranteed special effect on the module.

Engineer unlock sequence
{{Quote|Engineers are individuals who provide the blueprints (which describe the materials and items needed for a specific modification) and can then apply them to the weapon or module. They are characters with their own back story, preferences and specialisations. Initially we’re looking at around 30 engineers dotted throughout human space and we will be able to add more in future updates.
Initially, commanders are aware of a subset of Engineers from public knowledge. As commanders improve their reputation with these Engineers, they will unlock referrals to other, more selective Engineers who offer further sets of modifications. For example, to gain access to Lori Jameson, a commander must first develop reputation with Elvira Martuuk to earn a referral to Marco Qwent, then develop reputation with Qwent to earn a referral to Jameson.

One of the reasons that we chose mission givers and engineers first for the characterisation treatment is because in both cases you have an ongoing relationship which can change over time with the character. For the minor factions this is measured by your reputation with that minor faction (although factors like Pilots Federation rank will influence the deference with which they treat you), with the engineers the measure is taken from a variety of stats throughout the game and dependent on the nature of the individual.
Engineer Ranks
Upon unlocking the services of a ship-focused Engineer, a pilot can begin accruing reputation with that Engineer to unlock higher grades of modifications. Reputation is measured in 5 tiers, with tier 5 representing the maximum level. Each modification that a pilot purchases will increase their reputation; low-grade modifications provide a smaller reputation boost than high-grade modifications, and each reputation tier requires more and more reputation to progress. With some Engineers, reputation can also be increased by selling commodities, exploration data, or bounty vouchers at their Workshops. It should be noted that Engineers may not be able to craft all 5 modification grades for a module type.

For example we have an engineer who is closely aligned with the Federal Navy and so your rank with the navy is his key consideration, so the higher your naval rank the better blueprints he will be able to offer. As well as naval ranks, the Pilots Federation ranks (including combat, trade, exploration and CQC) will influence some engineers. Some engineers will be affiliated with minor factions, so you’ll need to manage your relationship with them as well. Some will use your stats for mining or trading in illegal goods as well as a host of other indicators.

As well as these initial governing factor there is a separate reputation with them, which must be cultivated along the lines of their governing factor to gain their trust and so more capable blueprints.
Engineers that focus on pilot equipment do not use a reputation unlock system, and offer all of their modifications immediately upon fulfilling their meeting requirements.

Not all engineers are immediately available to all players. The factor that governs their relationship with a commander has a minimum threshold that must be reached for them to deal with the player.
Crafting
a list of upgrades

Each engineer has a specialisation, meaning that the deal with specific weapon types and modules. This is because they are experts in squeezing a bit more performance than the norm in their particular field. We are looking at having a secondary specialisation for engineers, just to help balancing the distribution of specialisations and of course we can add more engineers in the future. Or even remove ones if circumstances require it!
Ship Modifications
Materials are required by the Engineers to upgrade modules on the player's ship. Each blueprint specifies which materials are needed, and how to get them; material sources include (but are not limited to) destroyed ships, mission rewards, ship/wake scans, signal sources, mining, planetary surface resources, and more. Different Engineers require different materials, meaning not all materials gathered can be used by the same Engineer. Up to one blueprint can be pinned per Engineer for usage at Remote Workshops; pinned modifications can be crafted at any station equipped with a Remote Workshop, but a modification crafted remotely will not contribute to reputation with its Engineer.

The engineers are spread geographically to add more geography to the map, but also to fit with the individual’s characteristics. They tend to be reclusive characters who are found at their own, isolated facilities on planet surfaces.|Newsletter #108}}{{Quote|Who are the engineers?
Before upgrading a module, an information screen lists the materials needed for the modification, and the range for applied effects. Negative effects are static for a given grade and will only increase with higher grades, while positive effects increase per grade as more materials are spent on them. Eventually, a grade will be increased to a maximum value, at which point the only way to upgrade that modification further is to advance to the next grade. As modifications are purchased, reputation with the Engineer increases, unlocking access higher grades of modifications.

Engineers is an all-encompassing name for a disparate group of people that exist on the outskirts of civilised society. They shut themselves away, coming up with weird, amazing, and often useful contraptions. Some of these modifications are even safe to use. Many of the engineers are those that rebelled in their earlier years, but now support those with similar inclinations to themselves.
Grades must be progressed through consecutively from 1 to 5; however, you do not need to complete a grade to advance to the next one. As soon as then next grade becomes unlocked, you can immediately advance to it. The previous grade will autocomplete, so you will not lose out on any potency by skipping.

They are inveterate tinkerers, coming up with all sorts of at times outrageous modifications to what would otherwise be standard pieces of equipment. Such engineers have existed since the beginning – when humanity first started using tools. Whether it is attaching a bit of sharpened flint to a wooden stick for better mammoth-killing, a longer bore cannon with extra charge on an ancient earth sea ship, or a modified waste gate in a turbine on a Huey helicopter to get that extra power boost in battle, engineers have existed through the millennia.
It is not possible to immediately apply a Grade 5 modification to a module unless the module already has a Grade 5 legacy modification from before 3.0. Legacy modifications can converted into 3.0 modifications, but will be reduced in quality by one grade in the process.

They are often contrary people with strange requirements, and the thirty fourth century is no different. If you’re careful and gain their trust and respect, you too can benefit from their tinkering – but be aware, no two modifications are exactly the same.|Newsletter #122}}{{Quote|How do I find an Engineer?
While a modification is applied to a module, an additional quantity of materials can be spent to apply a single Experimental Effect to further enhance the module. Experimental Effects are only available at Engineer Workshops, and cannot be applied remotely.

Gaining an Engineer’s services requires establishing a relationship with them. You will gain knowledge about the first few from public sources. Other engineers will reveal themselves through invitation – particularly from other engineers, once you establish a good reputation with them.
Please note that only one Engineering modification can be installed per module. Installing a new modification will overwrite the old modification as well as the currently applied Experimental Effect permanently. It is only possible to obtain modules with two modifications under certain circumstances. This limitation should not be confused with the number of stat changes and effects a modification has, as these are determined by the particular modification and can be numerous.

Each Engineer has a different background, and that will affect the commanders he or she will deal with. Some will look into the commanders' background – see if they’re an explorer perhaps – before they’ll deal with them.
Pilot Equipment Modifications
Modifications for Suits and Handheld Weapons are applied differently from ship modifications. All Suits and Handheld Weapons can be upgraded to have up to four modification slots. While equipment can occasionally be purchased with preinstalled modifications at Pioneer Supplies stores, the most straightforward way of installing a specific mod into a specific piece of gear is to seek out the Engineer who specializes in that mod.

These prerequisites vary across commander’s roles. For example, in the The Dweller’s case he deals with criminals, or those at least familiar with the underworld, so you will need to have knowledge of a number of black markets.
Suits and handheld weapons need to be grade 2 or higher before you can modify them.

Once you have passed the requirement test, the engineer will invite you to their base. At this stage their location will also be added to your galaxy map and you will have permission to land there.
Both upgrading and adding mods requires new types of 'materials' (added in Odyssey expansion), as well as credits.<br>
The materials come from 3 different categories: Assets, Data, and Goods. Not all items in those categories though are engineering materials.

Once invited, you have to complete an initial contract to use the Engineer’s services. Again this relates to their personality and often feeds into their specific activities. For example Liz Ryder loves explosives and is currently amassing enough land mines to destroy a small moon. Whether that’s what she actually plans to do with them is anybody’s guess! These initial contracts can be physical items, like the land mines, but can also take a more intangible form like combat or bounty bonds to prove that you’re worth dealing with.
Unlike ship mods, equipment mods are only available in a single quality grade, and require only a single transaction with the Engineer to fully apply it.
Where do engineers live?
Once a mod is installed on a particular Suit or Handheld Weapon, it cannot be removed or replaced by another mod.

Engineers each have their own surface bases. These are quite different from surface starports. Many began as secret bases, embedded deep in the rock, but as their bases grew they became bigger and bolder, in some cases smelting their own ore – something very hard to hide from space! They each have their own jurisdiction, and it’s a good idea to not commit crimes in their areas - their willingness to work with you is reputation based, remember.|Newsletter #122}}{{Quote|How does Engineer crafting work?
Method
Engineering suits and handheld weapons is a very slow and tedious grind. Recommended is to visit random stations and go to the Pioneer Supplies store in the Concourse to check if premium suits and weapons are available. Because this is much faster and easier than engineering. Each PS store has a limited amount of exclusive, premium items per location. They are sold out if another player bought them earlier. However, the PS stores restock every week (usually on Thursday).

When the initial contract has been fulfilled, the Engineer will let Commanders make use of their particular services - the basis of which are the upgrades that they can provide. Typically these are focused on their individual specialisations, although some also offer low grade upgrades for a wider range of weapon or module types.

Pre-Engineered modules
Pre-Engineered modules were introduced as rewards for Community Goals and limited-time events. These modules may feature two Engineering modifications at once, modifications that cannot normally be applied to the specific module, or unique modifications that are not offered by any Engineer. Occasionally, pre-Engineered modules are later made available for purchase through Technology Brokers.

Pre-Engineered modules come with some restrictions:
*Modules with two modifications will lose their second modification if another modification is applied.
*In some cases, Experimental Effects can be added or changed without affecting the modifications. Pre-Engineered modules that normally have no Engineering options, such as Guardian technology modules or mining tools, are unable to accept any Experimental Effects.

All upgrades come in up to five different grades – as you develop your relationship with the Engineer they will give you access to higher and higher grades of upgrade. Building your reputation will also make the Engineer more likely to tip you off about other Engineers in their network.
<references group="n" />

Each upgrade consists of a blueprint which contains the items or information that the engineer requires to complete that upgrade. Some of these items relate directly to the upgrade, but others are for the engineer’s own benefit or secret project.
Development
The blueprint defines the changes that will be applied to the weapon or module being modified. These changes have positive and negative consequences, and the Engineers trade is more of a black art than a science, so results can vary with each attempt. There is a small chance that the engineer pulls something special out of the bag and is able to add a special effect, which can add specific abilities to the upgrade, like the special weapon effects we’ve shown in recent newsletters.
Engineers were introduced in the Elite Dangerous: Horizons 2.1 update. Engineering mechanics were overhauled and improved with Elite Dangerous: Beyond Chapter One (3.0).
Assuming that you’re happy with the result this upgrade will be fitted, or you can choose for the engineer to abandon the upgrade and try again, as long as you have the required resources.

What else do Engineers do?
4 Engineers based in the Colonia Region were added in Beyond Chapter Three (3.2). 1 Engineer based in the Witch Head Nebula was added by the Interstellar Initiative The Enclave. 9 Engineers specialising in Suit and Handheld Weapon modifications were added in Elite Dangerous: Odyssey. 4 more Engineers specialising in Suit and Handheld Weapon modifications were added to the Colonia Region in Odyssey Update 8.

As well as crafting upgrades, some have their own stock of specialist equipment, such as Professor Palin and his recent development of the corrosion resistant cargo racks that can safely carry the elusive alien artefacts – that were developed with the support of Commanders in the recent community goal.
Engineering rebalance
We’re sure you’ll develop a great relationship with one or more of the Engineers, and we’ll see many great new weapon variants spread through human space and beyond in the next weeks and months.|Newsletter #122}}
In the Type-8 update (18.08), an engineering rebalance was introduced. Changes included increasing the amount of materials one would typically get from completing missions, as well as increasing material availability at Grade 4/5 farming locations by increasing the number of sources of materials and in some cases, payout per source.

One of the more notable changes introduced with this rebalance is the change to engineering rolls. In the past, engineering rolls towards ship hardpoints/modules would gain a random amount of progress, influenced towards higher percentages of progress depending on your access level with the engineer providing the modification.

The rebalance changes the behavior of rolls from a random percentage of progress gained to an exact amount of progress gained, with access level influence still present. This means for achieving a grade of modification for any module, there is now always an exact number of rolls needed to achieve full progress for that grade, scaling downwards with the access level you have for that engineer.

The below table illustrates the new rolling system:
