And from what i learned you can go to 109% power when weapons are out because you can set your fuel scoop and frameshift drive and cargo scoop to offline. for a example this is my build i did spend 20 mil on it though.

now the vulture is a combat ship so 20-22 cargo is pretty tiny i dont recommend using it for trading. if u want to trade just get a hauler, it has way more cargo space for really cheap price then you can go up to the type 6 and so on.
