Can't agree more. I pick up something I find floating around after a firefight against a Wanted opponent, fighting alongside local law enforcement and then they fine me, effectively for helping them! Or I just find something floating around as a USS. What are you supposed to do? Just leave valuable stuff out in space when you come across it? There should be "stolen" and "salvage" categories, which are colour coded on the cargo scoop HUD.
