This is false. According to statements by FD's dev they only take into account base hull mass rather than the entire ship's mass.

To sum up what the devs said:

Your ship has a base shield value and a base hull mass. The effective shield value is calculated by using a linear interpolation between the min/max mass that a generator can support and the generator's optimal mass rating. Max mass will reduce shield strength by 50%, min mass will increase it by 50%. This entire value will then be amplified using the module's rating. Their formula takes the form of:

[multiplier based on BASE hull mass] * [shield base] * [module rating modifier]

(EDShipyard uses the numbers they gave to very accurately predict effective shield value)
