You are mostly right. Because of the low AP of small weapons the only really effective small weapon as far as damage output is rails, missiles would be near the top of the list but not so much because of direct damage output as their ability to wipe out enemy modules such as weapons and chaff making them an easier target. Many ppl (especially on larger ships where they can afford to waste a little direct damage output) will use small weapons for utility purposes. Such as dispersal field cannons (chaff effect), corrosive multis, feedback cascade rails, drag missiles or frags, and scramble spectrum lasers. While all of these modifications/effects sacrifice some direct damage output they make up for it by limiting your enemies abilities to attack and/or ruturn fire.
