Novice NPCs die in literally 2 hits of concentrated firepower under anything. Rank denotes relative equipment strength AND flight skill of NPCs, so it's no surprise that they die to it instantly.

While it's not an awful combination it's also not ammo effective in the long run. You'll have a hard time doing reasonable damage to anything above expert ranked before running out of ammunition. Because low ranking NPCs earn so little money and missiles are so comparatively expensive compared to any other weapon type, what cheap budget costs you have now are actually offset by the cost of maintenance and very low payouts of the things it can kill.
