Ugh. I could easily imagine it being pushed off of a sand bar by concerned beachgoers. Though, the four hardpoints are appealing. Perhaps two large beam lasers and a huge PA would be good for burst damage and general purpose combat, then fill up the mediums with torpedoes, to make eight in total. With crap maneuverability (something a "cutter" shouldn't lack), it will need to stay on the outskirts of a fight, so a U-boat style build might suit this.
