Not necessarily (which is the part missing from all the "is not a griefer" sentences in this article). It could be a pirate or even bounty hunter that's simply not good at communication (there are even in-game missions to destroy traders). A more clear example of griefing would be a large ship hanging around at a station specifically to boost into smaller ones. The game doesn't really take ramming into account in its scoring system, so this earns them nothing but the kick they get out of being a nuisance.
