IMO since there are no reaction wheels in Elite, all the pitching is done by firing bow laterals up and aft laterals down (or vice versa) so poor pitcing speed indeed is an issue of weaker thrusters. <br />

Also I'm pretty sure that rating of the thrusters does not affect pitch rate but I'll check that too. </div>Fandom>Digistruct0r
