The goals for each rank are still not clear. It is assumed to depend on the money you gain for your work rather than the kill count.
Combat bonds are taken into account as well as bounties. But due to the difference in the rewards (a combat bond is based only on the ships type, bounties vary) it's not really clear how the system exactly works.
