defection (which is a powerplay feature) has absolutely NOTHING to do with standing in the respective factions navy. I for myself are an Imperial baron trading for edward mahon (alliance).

It is just a bit harder to quest in the imperial space because it counts as "hostile" space, powerplay-specific security forces and players aligned to other factions are likely to interdict you.

But the regula system security forces, stations and NPCs dont give a crap about powerplay and let you dock and fly through their space...
