To increase federal rank, complete missions for federal quest givers that can be identified by theor federation symbol, especially ones with high Rep+++++.

If there are no good rep quests, or a small amoint of quests available, and you want better ones from the system you are in, complete missions with high Influence+++++.

Once your navy rank has reached 100% as displayed in your status page on the right, you will find navy follow up missions typically available with Federation quest givers of friendly stance or higher. It is rather easy to get a different navy follow up quest if you simply back out of the quest screen and return. The same can be done for normal quests as well, but it often requires saving and quitting, then returning.

Federation can be done
