The Vulture is an excellent ship. 1v1 there isn't an NPC ship yet that can take a properly fitted one out. That being said it has issues with power and you won't be able to A rate every single thing on it. Also in PVP, especially against larger ships the two hardpoints will have an issue punching through opposing CMDRs shields (mainly on larger ships, smaller CMDR ships will likely be eaten alive) due to SCBs being fired off constantly. The main issue I had with my Vulture was the speed. If whatever you are targeting wants to run, you aren't catching up in a Vulture without boosting. Unless it's a Type 9. Then you can just get out and spacewalk over to save some fuel.
