Vultures may not scare commanders into handing over their cargo right away, but they have huge combat potential, so any uncooperative commanders will either be easily destroyed or pressured into dropped their cargo. Only large ships can mass lock other ships, such as an anaconda. However, a vulture can still delay any FSD jump attempt by getting close to the target. Another tip would be to equip pulse lasers and a good power distributor (as they can keep firing almost at full fire-rate even at no power if four pips are in weapons).
