Not true for combat rating. Last night I earned Elite in the middle of a fight. I was participating in the community goal in the Maausk system, by slaying Emperor's Dawn ships in a High Intensity Combat Zone. I was in a Vulture with twin class 3 gimballed ( frickin ) lasers. I had killed a deadly Python, and was in the middle of bringing down the shields on an Eagle ( don't remember the combat rating ) when the text popped up on screen saying I earned the promotion to Elite. I became so excited I nearly let an Anaconda singe my tail feathers. I'm not sure if the Python kill took a few seconds to register and that's why it seemed to take forever to notify me, or if I got XP for hitting the Eagle 3 times and that was enough to make the promotion. I don't have a kill count, but I know I've earned close to 500 mil credits, and have been playing for 2 hours a night for about 5 months. I've earned enough to buy an Anaconda, then lose it 3 weeks later because I didn't have enough to cover the deductible and had to start over again with a Sidewinder. Majority of my money was earned in Resource Extraction Sites, and Nav Beacons. I seem to rank faster in Combat zones, but it's MUCH harder work, and Is comparable money to RES if you have good sheilds and know when it's time to leave the fight. RES have been nerfed somewhat since 1.3, and I might get one decent instance in 20 now.
