I can sit on NPC's back on Vulture with 3 grade dirty drives with 2.5 pips in engine usually. Clippers, FAS, FDS and FDL can get rare and short time facing me but thats it.

You should not boost turn with NPC usually, as by that you increase the distance. And to stay on their six you need to be as close as you can. Boost is useful in very specific situations and with great care, usually to close faster and get behind when the enemy is facing you already. And serial boosting always makes it worse in PvE. And you never or almost never need FA_OFF there, as it tends to get you face to face with eneny too, so it is useful when you are fighting against more maneuvrable but squishy target but VERY questionable when you are the maneuverable one (in PvE again).

tldr: Constant boosting and FA_OFF are PvP features, they are not just useless in PvE for faster and maneuvrable ships, they make it dramaticaly worse. That's why you have that troubles, not because its impossible.
