This ship gets a lot of criticism because it has trouble fighting against smaller ships like the Vulture and the FDL.  It's really not designed to fight small and medium ships, but other large ships, which it can hold its own against.  Corvette and Conda weapons have difficulty tearing through the cutter's superpowered shields, and they're big and slow enough that a decent Cutter pilot can trade blows on equal footing, relying on its super shields at the cost of slightly reduced firepower.
