I was able to buy 23 at a time today. I tried jettisoning 4 outside the station's no-fire zone in an attempt to make it in two trips, but after re-docking it would not allow me to buy any more. Even after logging out for a while to go do something else and then coming back, I still could not buy any more until I had delivered the 19 units I had left. So it looks like you can now buy 23 at a time but you must deliver them and return before you can buy any more.
