Go to Zhana, get REP all the way up on Federation factions, doing Data Delivery missions to Gang Yun (currently in lockdown). Once fully REP'd, continue to refresh the mission board at Zhana. It will show at least 3-4 constant linked-mission (the chain symbol) Scan Planet missions and then at most 2 Data Missions with the "Federal Navy". Just keep accepting the linked Data Missions. Again, if they don't appear, refresh the mission board. You don't even have to board hop! Keep accepting your Federal Navy Data Mission until you reach your 20 quota, then almost an immediate rank up on one trip, nearly every trip, if they have REP+++ as an option.
