Not a clue, I have been stuck at Ensign for over two months now. I believe it is tied to rep gain, since I became allied with the federation, I can no longer gain reputation running missions for Federation allied parties as I am shown as allied to all of them. Does not matter where I go, what mission I run or what bounties I hand in, the system simply refuses to issue any further promotion missions now as I never gain reputation.
