Nearby is an exploration vessel that may be scanned.  If you hack it then you gain a bounty for piracy.  If you then choose to use the factor at Eudaemon Anchorage to clear your record (100 Cr charge) you get sent to Mjolnir's Wrath (at NYEAJAAE VU-Y A27-9) - an "Independent Detention Foundation" 1 which has a shipyard and outfitting facilities.
