I've never been to mainani/ngallin so I can't speak for certain.... Aren't those systems a ways outside the bubble? I've never had much luck getting rank up missions in outlying systems. I usually have to head to a fed/empire system (depending on which one I'm grinding) inside the bubble where I am ranked up with one of the factions in order to get the progression mission.
