You'll need a Frame Shift Drive Interdictor installed on one of your ship's internal compartments. This allows you to attempt to pull both you and your target out of supercruise. When you buy and interdictor, you'll need to bind it to a fire group just like a weapon, however it will only be usable while in Supercruise.
