The devs took a day off when they made the DB Explorer, it's true. And I'm sure they considered fixing the DBE, but people want more ships, and David Braben said in an interview that the Asp was his new favorite ship for Horizons (used to be the Cobra). I am assuming it's because of the visibility that allows you to really see the planet. And now he sees that people who can't yet afford an Asp Explorer would have to wait to enjoy those kinds of views. Hence, the Asp Scout is a great way to showcase Horizons for the more casual crowd. Hopefully it is also more fun to fly through canyons than either the Asp Explorer or the DBE ;)
