Most ships are not for sale in every ship yard. You can use [https://eddb.io/station this] site to help you find a shipyard near you that sells the ship you are looking for. Simply input the ship you want under "station sells ships" and your current system under "reference system" then click "find stations" in order to search. Good luck cmdr o7!
