Not sure but the new Power Play update may have adjusted the cost of some ships including the Asp. I updated to Power Play today, was in the LHS 3447 system (Dalton Gateway) and the price fo the Asp was 5.3 mil. This after I busted my butt getting that Alioth permit just so I could get into that system to purchase my Asp at a 20% discount. Grrrrr.
