Objectively best power for non-Federation specific lawful play.  The closure of black markets is not a problem if you don't smuggle or pirate, but the increased security and legalized Imperial slaves benefits traders, while the increased bounty payout benefits bounty hunters.  Not as good for traders as the old hag, but if you like to kill pirates in a heavily armed Python or Cutter (rather than run from them) the increased security helps.
