I agree there should be a mechanism in place. Like tagging goods floating in space and waiting 5 or 10 minutes near them after you've claimed them as salvage should be good enough. Or even better, purchase salvage licenses that have time limits on them as another credit sink. That will give you authorization to reel in cargo floating in space.
