Extremely difficult to find. Not only does the system have to be in Outbreak, but the HGE must be one from the Faction in Outbreak. Just because the system is in Outbreak it doesn't mean there will be any Outbreak HGEs.

I believe the difficulty in finding these is a bug. OR Frontier Development wants to make this painful. Not good for keeping Pilots happy!
