Class 4 is an oddity - it's more like a light autocannon than a multicannon. It suffers none of the drawbacks of multicannons: it has no spin up, good AP, good damage.
It looks a bit like the FDevs wanted to have weapon between multicannons and cannons, realised it would make both obsolete, and just folded it into a class 4 multicannon.
