Mining lasers are still useful. I'd say that now you have to use up your hardpoints with abrasion blaster, seismic charge launcher and sub-surface displacement missiles to be a serious miner, a mining lance means you at least have ONE operating weapon in a typical medium ship with four hardpoints. Ok, sure, it barely singes the paint on an Eagle (if you can even hit it) but it's something.
