Nah, that role already belongs to the fed. corvette. I doubt the devs would waste their resources on creating 2 factional ships with the exactly same role.
The game needs a large ship specialized for combat against smaller targets, just as it needs a specialist for large targets (which is the fed. corvette)
Conda is nice, yes, but it's a jack of all trades, but lacks the combat performance of a specialized version. We currently can't relate to that because among large ships there are only multi-purpose ships and freighters, but nothing specialized.
