Had the same question and did some tests. My results:
Overcharged with Screening Shell is king. This gives you more damage per shot compared to Double Shot, letting you last longer in combat, while reducing the reload time from 5s to 2.5s, which is insane! Incendiary isn't really necessary on Frags IMO.
