I don't know about that 2400 based on an "average distribution." I've turned in 3628 bounties and am still only about halfway through "dangerous." I rarely ever bother with anything less than "dangerous" (never anything less than master) and typically go after pirates with pretty sizeable bounties as well (generally speaking with NPCs that means anacondas and pythons, each of which are usually over 100,000. Also FDLs whenever I see them which usually have a nice bounty on them, but anacondas are, by far, my favorite.) Even allowing for the fact that when I was starting out obviously I didn't go after higher ranks and relative to how long I've been playing I've been after the toughest ones only more recently (still a long time now!) it seems like an average distribution is actually quite significantly higher than 2400. I wouldn't be shocked if it were closer to double that...
