No doubt the fdl is and will continue to be the overwelming meta in the med department and the mamba can't really hold a candle to it in serious 1v1 combat. Another downside of the mamba that you didn't mention above is the horrid hardpoint convergence. If you have 2 pa's in the large slots you can basically forget hitting anything with them at the same time save a big ship at point blank. However, all this being said the mamba does have a small niche for "boom and zoom" style ship. You can use fixed hitscan weps pretty effectively in the huge and small hp's and the 2 larges can be used for some sort of a gimballed wep. This lends itself decently to a build something like [https://beta.coriolis.io/outfit/mamba?code=A0potjFeljdtsjf30w1u1u2929------034901--.Iw18aQ%3D%3D.Aw18aQ%3D%3D.H4sIAAAAAAAAA%2BP4F87AwPCXFUj8kQMSWgFAQmgHNwODxB2goKSAOgPDf85%2FEXBF7ECCReXX%2F%2F%2BsEdIMDGxreBkYlEEq%2F3MhKeLBpYgbyboUXNbxEKPoPwMIAADNRE96vwAAAA%3D%3D.EweloBhAOMoUwIYHMA28QgIwVyKBQA%3D%3D this] ( i didn't include internals/utility mods cause that's up to the pilot). This allows it to use it's speed to get distance between passes and slowly wear down shields with the laser/rail. Then when you get close range you can deal high damage from the frags with the drag exp working to slow down your opponent thus allowing you to get more range for the next pass. I personally don't like this ship but this is the only build I've seen/and or been able to come up with that works. I am speaking in terms of pvp combat, for pve basically any build will work and it really doesn't matter how you outfit it.
