Scanned 100 satellites at Evans Port, didn't get a single one of these.  Tried scanning satellites around earth-like planets, but 1. the rate of Encoded Emissions was very rare compared to Weapons Fire/Distress Call/Convery Dispersal/Degraded Emissions/High-Grade Emissions, 2. when I did get Encoded Emissions, more than 50% of the time they were space junk and not satellites, and 3. when I finally got satellites, still no AEC.  Hours wasted so far: 8.
