Quick edit: for PvP or short term PvE with shield cells it's defense can make up for its comparatively poor offense and maneuverability. However it can also be said that it must rely on shield cells as it can't avoid enemy fire without a great skill difference, and again is comparatively slow to kill so it sustains more damage as the fight takes longer. And it is either vulnerable to heat damage or must stack heatsinks, meaning only limited engagements are viable.

The Anaconda for example, though it has less total storage, has the most slots. So with the help of HRPs and MRP and its high hull armor it can match the longevity of the Cutter with substantially better DPS outside of face tanking, though the Anaconda will likely still be notably stronger.

However, with it's massive cargo and speed, the Cutter is the best support ship in the game capable of doing field repairs on a sizable fleet many times over before it needs to restock. It can go to where it's needed with great speed, and the vast majority of ships can't stop it from jumping out if it needs to.

The T-10 would, imo, be the next best. But it's slow speed is quite damaging for this role.

The description is a very misleading. It claims that with good enginering it can compete with a FC or Anaconda in combat. However that assumes the other two are not engineered.

All things equal, for combat, this ship pales in comparison to the other two. Even the Vulture can easily put up a fight against the Cutter. One major downside is the ships boost-to-ideal-speed difference, as well as it's weak thrusters aside from the rear ones relative to it's kinetic build up. Which means if you boost it will take you an extremely long time to reduce speed and get back into the sweet spot, even with FA of rotation and reverse thrusting (which is much, much more effective with FA off). So in a dog fight (as in not using jousting tactics) its top speed is it's speed, as boosting is often a hindrance (unless you use turrets, but that alone disqualifies it vs the other two which can easily keep gimballed on point) . While the other two can boost as needed then regain ideal speed for pitch in a relatively short amount of time. The Anaconda for example, having little kinetic build up or better thrustsers, can boost to a speed that exceeds the Cutters top speed by a fair margin, and then quickly reduce speed to a very tight ideal pitch radius. Which means it can keep something off its tail, or keep a target in it's sights at a decent range, much, much easier.

And with the power of C4 multi-cannons and the even (though slightly) better pitch rate the FC edges out the Anaconda in combat.

That and I think the 20% potential DPS difference from the C7 to C8 PD is downplayed.

Tl;Dr

Vs the Anaconda and FC, all things equal, the Cutter's not cut out for the job. It's manuverablity is far worse than it would seem (which is already extreamly poor) as it's impressive boost speed acts more as a hindrence than a benefit. That's on top of ~20% less potential DPS.
