The fuel tank really is the weak point of the Clipper. 60ly seems even a little too optimistic. I've run some ~40ly trade routes and fuel was already very low after those trips. I'd say it's more around 45-50ly. For longer trade routes you should equip at least a class 3 (I'd rather go with a class 4) fuel scoop, sacrificing some of your cargo hold.

Sorry, I don't remember the station. But since then I found a number of stations which offered me the Clipper at my lower rank. I'm Lord now and own the ship. Just check the ship dealers of Empire controlled stations. There are quite some of them offereing the Clipper at lower ranks than Baron. It may help if you're allied to the Empire and/or local Empire allied faction.

Most Empire Outposts require you to be Baron to purchase the Clipper. But some have lower requirements. But some have lower requirements. I just hit Master rank (Allied reputation with Empire) and found a ship dealer where the Clipper was not restricted to me.
