The only decline without player interaction I've heard about is with regards to exploration data. Some have reported that influence gained through selling exploration date may decline (whether intended or not was not clear, but no indication that it would be intended).

An easy check is to see the traffic report - are you the only one there and can the rest of the traffic be explained with casual visits? There may be fed-supporting opposition.

And: the outcome of that civil war won't be relevant to your goal.

The Burst laser is an energy weapon that's mounted on one of your ship's hardpoints and needs to be assigned to a fire group before it can be used. When fired it emits three laser blasts in each burst, much like a burst fire assault rifle compared to a single shot assault rifle. Burst lasers do much more damage in a single burst than a [[Pulse_Laser|pulse laser]] does in a single shot. Burst Lasers require more power to use and generate more heat than a [[Pulse_Laser|pulse laser]].
