Go to Tamar. Swap back and forth between open and solo and take the charity missions that show up. Spend money/get ranks. This isn't as fast as Tun for Federation since the charity missions are 0-2 per swap in Tamar vs 3+ per swap in Tun but it still gets the job done. In ~4 hours I went from Master to Lord... One more rank to Clipper. All in all I've spent less than a mil and I did a couple illicit cargo run missions for 500k each (2 jump runs so it paid more?) and that paid for my ranks. Before anyone says anything... yes this still works for 1.4... obviously I just did it today and 1.4 has been out for a few now.

Even once you show as 'allied' to the Federation/Empire/etc and subsequently all of the minor factions associated with them you aren't REALLY allied status with all of the minor factions. If you go to a system with minor factions you've personally never dealt with before and start doing missions for them you will notice that you get an influence bar that goes up. This is getting you influence with that faction as well as with the major faction. It only shows them as allied because they are part of that major faction and that major faction has recognized you as an ally... I know it can be confusing but it makes a certain kind of sense. There should be a secondary influence bar for minor factions that shows your progression with their specific faction rather than just say 'okay the empire loves you so we don't have a choice.'

I wish people would stop saying powerplay has 'absolutely no affect' on ranks since it does increase/decrease influence gained by certain factions depending on which power you choose. Influence gains affect many things-including ranks.

Not entirely true, joining different powerplays can affect your influence gained for a certain faction (like a Federation power giving more Federation minor influence toward rankups). As for do you need to get into powerplay to rankup? No.
